Othel Cameron Yancey Freeman

Mrs. Othel Cameron Yancey Freeman, 68, of Newark, Delaware, departed this life peacefully on Tuesday, March 24, 2015 at Christian Hospital in Newark, Delaware. She was born on December 25, 1946 to the late Phozie Barr Cameron and Walter Cameron of Lake City, SC. She was educated in the public school system in Phoenixville and graduated in 1963 from Phoenixville Area High School.

She served as NOAA Blacks in Government (BIG) Chapter President, 2008 thru 2009 and chapter Vice President, 2005 thru 2006. She served in many capacities as NOAA BIG Regional Representative, Primary Delegate, Fisheries Equal Employment Opportunity Board and Fisheries Office of Sustainable Employee Advisory Board. In addition, she was a Life Time and Gold Plus member NOAA BIG.
NOAA BIG Accomplishments: As President during her administration, she established the revised NOAA Chapter Bylaws, Standing Rules, and the NOAA/NOAA BIG Distinguished Service Award Program for all NOAA employees. In addition, she was a proud alumnus of the Darlene Young Leadership Academy. Mrs. Freeman co-chaired Black History Month 2004 programs and was instrumental in obtaining former Lieutenant Governor Michael Steele, Maryland, as guest speaker. She directed the program planning process and obtained funding for the NOAA Chapter Forum, held by NOAA Diversity Summit, Norfolk, Virginia. In addition, she served on the Board of Elections, BIG National 2004.

Mrs. Freeman began her career in Pittsburgh, Pennsylvania as an Assistant Buyer. Her responsibilities included buying infants, boys and girls clothing, misses and women sportswear, and women's coats. Mrs. Freeman managed sales associates and operations. Later, she was assigned to the position as Department Manager, serving four years managing 14 departments and a staff of 21 employees.
Mrs. Freeman joined CAE Link Tactical Simulation Systems in Silver Spring, MD, as a Human Resource Assistant, and was later promoted to Program Project Planner. Within the operations department, she was assigned as a team leader to oversee Department of Defense (DOD) projects, major aerospace and commercial nuclear power simulations contracts. In addition, as a team leader, she performed the oversight duties of material and production planners.

She performed various duties for NOAA Fisheries, Office of Highly Migratory Species (HMS) Management, in Silver Spring, MD. Within the HMS program office, she assisted with contracts, pre-award market analyses, performance assessment phase, and post award activities. She served as a liaison between the contractors during negotiations and contract modifications. She would oversee requirements, terms, and delivery. She conducted site visits as well and was the office liaison for travel and conference planning for the office and HMS Advisory Panel.

Raised in a devout Christian home, Othel met and accepted Christ as a child. Her illness only deepened her faith in Him. She came to know Jesus in "a very real way"- even as her body weakened her faith increased. The tremendous outpouring of love that was shown to her on a daily basis comforted her. The prayers, meals, flowers, cards, visits, calls, and emails from family and friends let her know that God's love is unfailing and everlasting. Mrs. Othel Y. Freeman was a faithful member of Bethel AME Church in Wilmington, Delaware. Othel took pride in cooking and cleaning quoting "Cleanliness is next to Godliness".

We mourn not her death, but for our lives without her. Surviving to cherish her memory are one son, Freddie Yancey Jr. of Wilmington, DE; her grandson, Joshua Lee Williams and his mother Ayanna Williams of Hampton, VA; her brothers, Angelo Cameron of Philadelphia, PA and Ronnie Cameron of Gaithersburg, MD; two sisters in-law, Angie Cameron of Philadelphia, PA and Linda Nelms Cameron of Germantown, MD; many nephews, and cousins, and a host of loving family and friends; special friends, Mr. and Mrs. James Smith, Ms. Cora Johnson, Mrs. Neva Howard, Mr. and Mrs. Ola Banjo, Mrs. Carrie Edwards, Mrs. Kathy Hall, Mrs. Carolyn Lindgren, Mr. Jeron Stannard, Ms. Hazel Long, Mrs. Tracey Thompson and Mrs. Angela Collins.

She was preceded in death by her husband James Alexander Freeman, one sister, Sylvia Lee Cameron, and one brother, Walter (B.B.) Cameron, Jr. III.
