Arcelia Beatrice Carter, age 92, departed this life on Thursday, June 28, 2012, in the Arbors at New Castle Subacute and Rehabilitation Center. Daughter of the late Willie Barnett and Della Pierce Barnett, was born October 6, 1919, in Roxboro, North Carolina.

She received her early education in the public school system of Roxboro, North Carolina and graduated from Person County High School. While attending Person County High School, she won their talent show for singing "Sweet Charmaine." She was well liked by all her classmates.

After relocating to Chester, Pennsylvania, she met Ernest H. Carter. In 1942, she was united in Holy Matrimony to Ernest and from this union five children were born, Ernest, Jr., Edward G., Zenobia, William D. and Lorenzo. In 1947, they moved their family to Delaware.

She enjoyed singing, art, Jeopardy and was an avid shopper. She most enjoyed her children and grandchildren. Just ask Eddie, Jr. about the midnight runs for ice cream because his "Nana" wanted some or Tony and those numerous trips to the slots just because "Bonsai" wanted to go. Ask Morgan about her and "Nana's" many shared conversations just to make sure she was okay. Ask any of her grandchildren who has some favorite memory of "Nana." They made sure that she knew she was loved and she made sure they knew also. Her mother's heart even extended when three of her niece's were in need of care. She welcomed into her home Aronda Brookins, Debbie Carter, Sherri Myrick and raised them.

She leaves to cherish her memory: her children, Ernest H. Carter, Jr. (Dianna), Zenobia C. Moultrie (Clint), William D. Carter (Dora); 3 nieces she raised, Debbie Carter, Sherri Myrick and Aronda Brookins; brother, Nathaniel Barnette of Detroit, MI; sister, Thelma Sturdivant of Detroit, MI.

She is also survived by 14 grandchildren, Tina Jones, Ernest Carter, III, Kelly Carter, Edward Carter, Jr., Ahmee Carter, Stephan Price, Anthony Stevens, Sabrina Purnell, Zenobia Moore, Brandon Carter, William Carter-Grimes, Morgan Carter-Grimes, Zachary Carter and Lauren Carter; 20 great grandchildren; a special cousin, Ann Thompson; her "other daughter", Jacqueline Smith; and a host of nieces, nephews, other family and friends. She was pre-deceased by her husband, Ernest H. Carter, Sr. and two sons, Edward and Lorenzo Carter.
